On August 28, the Directorate of Command and Control was established in Rieti to coordinate emergency management activities following a meeting of the Operational Committee led by the Head of the Civil Protection Department.

New violent earthquakes hit Central Italy on October 26 and 30, particularly on the border between Umbria and Marche. The earthquake on October 30 was the strongest in Italy in thirty years, measuring a magnitude of 6.5. Although the number of people left homeless and the extent of damage increased significantly, there were no reported deaths.

Activities in the affected territories ranged from providing assistance to the population to checking the damage to houses, artistic-cultural heritage, and public buildings, from finding alternative housing solutions to supporting livestock activities, from monitoring the implementation of Emergency housing solutions to interventions for the restoration and safety of the road network.

In the second half of January 2017, while activities related to the earthquake emergency continued, the Civil Protection System faced an exceptional wave of bad weather across Abruzzo, Lazio, Marche, and Umbria. The interventions required were numerous and complex, ranging from rescuing people stranded in isolated villages to restoring roads, infrastructure, and essential services greatly affected by the snowfall.

The System was already severely tested when, on January 18, four earthquakes of magnitude greater than 5.0 struck again in Central Italy, particularly Lazio and Abruzzo. Shortly after the earthquakes, an avalanche hit and destroyed the Hotel Rigopiano in the province of Pescara, located on the slopes of the Gran Sasso mountain. Search and rescue operations continued for eight days and nights without any interruption, resulting in the successful rescue of 11 individuals. Unfortunately, the January events claimed 34 lives, 29 of them in Rigopiano.

On May 20, 2012, at 4.04 a.m., a powerful earthquake with a magnitude of 5.9 struck Northern Italy. The earthquake primarily affected the provinces of Modena and Ferrara in Emilia, with lesser impacts felt in Bologna and Mantua in Lombardy. The epicenter was located between the municipalities of Finale Emilia and San Felice sul Panaro in the province of Modena and Sermide in the province of Mantua.

\n

Immediately after the earthquake, the Civil Protection Department's crisis unit met to coordinate rescue and aid activities with the affected regions. On May 20th, at 6:00 a.m., the Operational Committee was established, and its continuous session lasted until May 23rd.

\n

Per Law no. 286 of 27 December 2002, the Prime Minister declared an exceptional risk that might compromise primary assets. Consequently, on 22 May, a state of emergency was declared for the Provinces of Ferrara, Modena, Mantua, and Bologna.

\n

The state of emergency lasted for 60 days and was declared by Decree-Law no. 59 of 30 April 2012, which was later converted into Law no. 100 of 12 July 2012. The coordination of interventions was entrusted to the Head of Department.

\n

A new earthquake with a magnitude of 5.8 hit Emilia, Lombardy, and Veneto on May 29 at 9:00 a.m. The epicenter was located between Mirandola, Medolla, and Cavezzo in the province of Modena. This earthquake was particularly severe and challenged the emergency machine, which was operating at full capacity nine days after the first earthquake.

The Head of Department immediately reconvened the Operational Committee, which remained in permanent session until June 2. On this day, the Command and Control Directorate was established in Bologna to coordinate rescue and aid in the areas affected by the earthquakes that occurred on May 20th and 29th. The Emilia-Romagna regional structures were an integral part of this operation. On 30 May, the Council of Ministers decided to extend the state of emergency to the provinces of Reggio Emilia and Rovigo.

A total of 28 people lost their lives. The damage in the territories mainly affected industrial facilities, churches, and historical-cultural heritage, while residential buildings were largely intact. Therefore, during emergency management, special attention was given to ensuring the economic and productive continuity of the affected areas.

April 6, 2009. An earthquake with a magnitude of 6.3 hits the L'Aquila-Abruzzo area. This is the first time since the 1908 Calabria-Messina earthquake that a city is so severely affected by an earthquake.

The laws of 2001 and 2005 restore the Department of Civil Protection within the Presidency of the Council of Ministers, assigning to it, among other responsibilities, major events and emergencies abroad.

With law no. 401, dated 2001, the competence of the State regarding civil protection was assigned to the Prime Minister and determined by Law 225/92 and Legislative Decree 112/98. The newly created Civil Protection Agency was abolished, and the Department of Civil Protection was restored within the Presidency of the Council of Ministers.

The Head of Department performed the operative coordination of all the public and private bodies. Apart from this, the Department promoted – in agreement with the Regions and the local authorities – the performance of exercises, information to the people about national scenarios, and training regarding civil protection. Additionally, a joint State – Regions – Local Authorities Committee was established within the Presidency of the Council of Ministers.

One of the important innovations of the law was the introduction of great events, the declaration of which, as for the state of emergency, implied the use of the ordering power. A final important change from a legal viewpoint was represented by Law No. 152 of 2005, which extended the power of ordering to events abroad again after declaring the state of emergency.

With Law No. 27 of March 24, 2012, the management of major events will no longer fall under the responsibility of civil protection.

On May 5, 1998, heavy rain struck the province of Salerno. Beginning at two o'clock in the afternoon, over 140 landslides hit the municipalities of Quindici, Bracigliano, Siano, San Felice a Cancello, Sarno, and other towns in the areas of Salerno and Naples, spilling over 2 million cubic meters of material. 160 people lost their lives, 137 of them in Sarno. There were hundreds of injured and thousands of displaced people. The event represents Italy's most severe hydrogeological disaster in the last 50 years, after Vajont in 1963 and Stava in 1985.

\n

At 17.30 on May 5, the prefecture of Salerno, responsible for the coordination of the province's civil protection, was focused on Bracigliano, Quindici, and Siano, where the situations seemed more critical and where the mayors had already ordered the evacuation. In Sarno, the alarm was not triggered, and around 18, one of the heaviest tragedies ever faced by our country began. The police forces attempted to help the population evacuate the affected areas, but at 8 p.m., the situation worsened: a large wave hit people, houses, and cars. At 11.45 p.m., Sarno was destroyed by another landslide, which hit the town at 50-60 kilometers per hour.

\n

The whole country helped. The search for the missing was carried out with the maximum involvement of people and means, and Franco Barberi, undersecretary at the Ministry of the Interior in charge of Civil Protection, personally followed the activities. Several operational centers were set up to deal with the emergency. The search and rescue activities ended on May 8th with the rescue of a boy buried in the mud, the last of the survivors of the catastrophe.

\n

The State of emergency for Sarno was declared by a Decree of the President of the Council of Ministers on May 9, 1998, and extended several times. The ordinance n. 2787 of 1998 nominated the President of the Campania Region as delegated commissioner, the commissioning structure which, by implementing the plan of structural interventions, predisposed in the involved municipalities an \"Interprovincial emergency plan - risk of flooding\" activated by a hydro-pluviometric monitoring system that in the following phases - territorial control, alert, pre-alarm, and alarm - activated the resources of civil protection.

\n

Regarding monitoring and surveillance of hydrogeological events, the flooding of Sarno has brought about a major change in the approach to risk, previously characterized mainly by structural interventions and rescue and assistance activities.

\n

The Decree-Law n. 180 of 1998, known as the \"Sarno Decree,\" later converted into Law n. 267 of August 3, 1998, has determined a decisive boost to both the perimeter activities of the hydrogeological risk areas and the strengthening of the monitoring and surveillance networks.

\n

Before this event, Campania's monitoring network counted on a few telemetered rain gauges, none of which were located in the Sarno area. Today, many telemetered rain gauges provide real-time data to the Regional Functional Centre and the Central Centre of the Civil Protection Department. Therefore, the Sarno law began the construction of the Network of Functional Centres, supporting the strengthening of the national hydro-meteo-pluviometric monitoring network and the construction of the national meteorological radar network.

On October 31, 2002, a 5.7-magnitude earthquake shook Molise and parts of Puglia. The worst-hit municipality was San Giuliano di Puglia, in the province of Campobasso, where the tremor caused the \"Francesco Jovine\" school to collapse. Trapped under the buildings' debris were 57 children, eight teachers, and two janitors.

The bustle of vehicles and rescuers was nonstop. In the beginning, for thirty grueling hours, they dug with their bare hands through the debris without the help of bulldozers. By dawn on Friday, November 1, they were able to pull Angelo out of the rubble, the last of the survivors to be rescued, but the death toll was dramatic: 27 children and a teacher had been killed. The entire first-grade class of children born in 1996 in San Giuliano was dead.

On November 3, 2002, President of the Republic Carlo Azeglio Ciampi attended the funerals of the victims. At the ceremony, the mother of one of the children who died in the collapse called upon Italian schools to be safer.

On October 31, 2002, a 5.7-magnitude earthquake shook Molise and parts of Puglia. The worst-hit municipality was San Giuliano di Puglia, in the province of Campobasso, where the tremor caused the \"Francesco Jovine\" school to collapse. Trapped under the buildings' debris were 57 children, eight teachers, and two janitors.

\r\n\r\n

The bustle of vehicles and rescuers was nonstop. In the beginning, for thirty grueling hours, they dug with their bare hands through the debris without the help of bulldozers. By dawn on Friday, November 1, they were able to pull Angelo out of the rubble, the last of the survivors to be rescued, but the death toll was dramatic: 27 children and a teacher had been killed. The entire first-grade class of children born in 1996 in San Giuliano was dead.

\r\n\r\n

On November 3, 2002, President of the Republic Carlo Azeglio Ciampi attended the funerals of the victims. At the ceremony, the mother of one of the children who died in the collapse called upon Italian schools to be safer.
